Leo XIV Appoints Third Man in Vatican - Praised the Abu Dhabi Document as New Foundation

On 30 March, Pope Leo XIV appointed Archbishop Paolo Rudelli as Substitute for General Affairs of the Secretariat of State, making him the Vatican’s third most senior official.

Born in Gazzaniga, Italy in 1970, Monsignor Rudelli was ordained to the priesthood in 1995. He studied at the Pontifical Gregorian University and joined the Vatican diplomatic service in 2001.

After serving in nunciatures in Ecuador and Poland, he worked in the Secretariat of State before being appointed Permanent Observer to the Council of Europe from 2014 to 2019. In 2019, Pope Francis personally consecrated him as a bishop and appointed him as Apostolic Nuncio.

He served as Nuncio to Zimbabwe (2020–2023) and to Colombia (2023–2026).

As a senior Vatican diplomat, Monsignor Rudelli is accustomed to maintaining message discipline and avoiding polarising issues.

"Follow Francis' Synodal Path!"

Across Zimbabwe and Colombia, Nuncio Rudelli presents a vision of the Church in the Francis era.

In a 2023 address to the Zimbabwean bishops, Nuncio Rudelli spoke about the Synod: "It was worth giving everyone a voice, even those who, for one reason or another, feel marginalised within our communities."

Furthermore, he described Francis's ecological document Laudato si' as "providential" and called for an "ecological conversion".

Speaking to the website of the Colombian bishops (Cec.org.co, 30 November 2023), he called for "a participatory and inclusive Church which reaches those most in need on the existential peripheries". He urged the Church "to continue along the synodal path proposed by Pope Francis".

"Abu Dhabi Document Is New Starting Point"

On 7 February 2024, Archbishop Rudelli participated in a conference in Bogotá about Francis's heretical Abu Dhabi document from 2019 ("God wills all religions").

According to Cec.org.co, Archbishop Rudelli based his contribution on the importance of interreligious dialogue in fostering fraternity.

He described the Abu Dhabi Declaration as "a unique milestone in history", but added that it has a long prehistory: "It should not be seen as the result of an improvised intuition, but rather as a kind of catalyst that stands as the culmination of a long journey and, at the same time, as a new starting point."

He then explained how Abu Dhabi has inspired new directions and how the principle of fraternity has become central to Francis's teachings.

Monsignor Rudelli believes that the declaration served as "a fundamental basis" for ideas later developed by Francis in various interventions and documents, such as his encyclical Fratelli Tutti.

"When Pope Francis proposes fraternity as the foundation of social friendship and the pursuit of the common good, we could say that he proposes fraternity as the foundation of a universal ethic," Archbishop Rudelli said.

To conclude this event, ten religious leaders, including Monsignor Rudelli and representatives of Judaism, Islam, Buddhism and Hinduism, took part in a symbolic act, each reading a passage from the Abu Dhabi Declaration.
