If Russian president had been serious, he would have reinforced the security of all city concerts for a while and prevening that a few terrorists could endanger lives of Russian nationals. Now, he's blaming others while he was informed ahead of these events...

Please, it's not rocket science given the lives that were in danger especially when you know that your country is at war... France put military forces on the street at the beginning of the 2000s patroling the streets due to a potential threat and there wasn't even any attack that happened then...
